According to the communique issued by the European Court of Justice on the same day, the ruling rejected the appeal filed by Google and its parent company Alphabet against the decision of the Permanent Court of the European Union. Earlier, the European Union's Permanent Court found that the US tech giant used the dominance of its Android operating system in the mobile phone market to monopolize the market.

The Court of Justice of the European Union said that the Permanent Court of the European Union had assessed that actions such as Google's pre-installation requirements could limit competition in the market and strengthen the company's dominant position in the Android ecosystem.

A Google spokesperson told Agence France-Presse that the ruling "does not take into account the huge investment Google has made to ensure that Android remains open, interoperable and free". The spokesperson also said that Google has adjusted the relevant agreements in accordance with the 2018 preliminary ruling and will continue to work to promote innovation and openness for the benefit of users, partners and developers.

European Commission competition spokesman Cardoso said that the Commission has taken note of the court's decision and will conduct a detailed study of the content of the decision.

In 2018, the European Commission determined that Google used the Android system to monopolize the market, and required smartphone manufacturers to promote the company's search engine and browser on mobile devices running the Android operating system through pre-installation agreements, and so imposed about 4.34 billion on Google. Euro fine. In 2022, the EU’s General Court partially annulled the European Commission’s findings with respect to the revenue-sharing agreement, but upheld the principal conclusions, reducing the fine to EUR 4.125 billion. Google subsequently appealed to the Court of Justice of the European Union.
