The UK Parliament passes the Tobacco and Electronic Cigarette Act

2026-04-29

On April 22nd local time, the British Parliament officially passed the Tobacco and Electronic Cigarette Act, introducing a highly stringent lifelong smoking ban. Young people aged 17 and under, as well as all future newborns in the UK, will be unable to legally purchase tobacco products for life. The bill implements a rolling age based smoking ban rule, with the legal purchase age for tobacco increasing year by year, covering all individuals born on or after January 1, 2009. This means that this group will completely lose their eligibility to legally purchase tobacco. The UK government aims to create the country's first 'smoke-free generation' through this. In addition to the core smoking control provisions, the bill also tightens the regulation of electronic cigarettes and nicotine products, while strictly restricting the advertising placement, product display, free distribution, and discount promotions of electronic cigarettes. UK Health Secretary Stephen stated that the approval of the bill is a historic moment for the national health sector in the UK. Through this legislation, the younger generation in the UK will be protected from lifelong nicotine addiction and the health risks associated with tobacco.
