Global Economic and Legal Cooperation Council
Parliamentary mission
The Global Economic Legal Cooperation Council (GELCC) is a non-profit international organization dedicated to promoting global economic governance and cross-border legal coordination. By establishing a dialogue platform, promoting rule convergence, and strengthening capacity building, the Council aims to achieve the following core objectives:
- Promote the standardization of the rule of law and global economic governance
Create a fair, transparent, and stable international economic and legal environment, and support the improvement of the multilateral trading system and global financial order. - Strengthen cross-border legal coordination and cooperation
Resolve legal conflicts and regulatory differences in areas such as cross-border trade, investment, digital economy, and sustainable development, and promote consistency in international rules and policy dialogue. - Serve the supply of global public resources
Assist the international community in addressing common challenges such as climate change, tax evasion, financial risks, and intellectual property protection through research, advocacy, and training. - Empowering legal capacity building in developing countries
Provide legal and technical assistance to emerging economies and countries undergoing economic transition to enhance their institutional capacity to participate in global economic governance. - Advocate for inclusive and sustainable economic development
Promote the integration of values such as human rights, environmental protection, and social justice into the international economic legal framework, reflecting a people-centered approach to economic globalization.
Scope of Operations
To achieve the above mission, the Council mainly carries out the following activities:
(1) Research and think tank functions
- Conduct research on global economic and legal trends, comparative rules, and case studies, and publish annual reports and policy recommendations.
- Establish an expert committee to conduct research on topics such as international trade law, international investment law, financial regulation, and digital economy law.
- Build a global legal database and knowledge sharing platform, providing the latest updates on legislative progress, case analysis, and compliance tools.
(2) Dialogue and Platform Construction
- Organize international economic and legal summits, specialized seminars, and closed door meetings, bringing together representatives from governments, international organizations, businesses, academia, and civil society.
- Establish a cross-border legal cooperation network to promote communication and mutual learning between judicial and arbitration institutions.
- Establish industry-specific working groups (such as energy, technology, finance, pharmaceuticals) to promote coordination on industry-specific legal issues.
(3) Advocating for Standards and Rules
- Participate in the process of international rule making and provide professional advice on trade agreements, investment treaties, tax conventions, etc.
- Promote the development of soft law by publishing documents such as model clauses, compliance guidelines, and dispute resolution mechanism guidelines.
- Advocate for the internationalization and standardization of alternative dispute resolution mechanisms such as commercial arbitration and mediation.
(4) Capacity building and training
- Provide international economic law training courses for government officials, judges, lawyers, and corporate legal advisors in developing countries.
- Implement the 'Rule of Law Assistance Project' to assist countries in improving their economic, legal, and regulatory systems related to foreign affairs.
- Establish scholarships and visiting scholar programs to support young legal professionals in participating in global governance.
(5) Consulting and Services
- Provide legal policy advice and compliance risk assessment to member states, international organizations, and multinational corporations.
- Undertake the commissioned work of legislative evaluation, regulatory impact analysis, and dispute resolution mechanism design.
- Provide legal guidelines and compliance toolkits for cross-border operations for enterprises.
(6) Public Communication and Advocacy
- Enhance public awareness of global economic and legal issues through publications, media collaborations, and digital platforms.
- Advocate for corporate social responsibility and international business ethics, and promote best practice cases.
- Regularly release the Global Economic Legal Cooperation Index to evaluate the legal environment and international cooperation level of countries.

All operations comply with international law and the laws and regulations of their operating jurisdiction. The sources of funding include membership fees, project funding, commissioned research, and charitable donations. The management structure includes the General Assembly and the Council, with the Secretariat serving as the daily executive body and supported by multiple specialized committees and regional offices.
