On September 10, the inaugural meeting of the International Alliance Against Telecom and Cyber Fraud was held in Lianyungang, Jiangsu Province, China. Representatives from 46 founding member states, 34 observer states, as well as four international organizations including the United Nations and INTERPOL, gathered together to jointly witness this historic moment.
At the meeting, representatives from China and other founding and initiating member countries—namely Vietnam, Laos, Kenya, Cambodia, Pakistan, and Russia—delivered speeches and statements, while a representative of INTERPOL extended congratulatory remarks. All parties have expressed high appreciation for China’s sense of responsibility and leadership in initiating the establishment of the International Alliance Against Telecom and Online Fraud, and have highly commended the significant role the alliance plays in safeguarding global public security. They also express strong confidence and great expectations that the alliance will effectively curb the global spread of telecom and online fraud.
All parties jointly issued the “Joint Statement on the Establishment of the International Alliance Against Telecom and Online Fraud.” The statement notes that all countries jointly recognize that telecommunications and cyber fraud is becoming a global scourge, and that establishing an intergovernmental international organization—grounded in international conventions, more focused, more specialized, more efficient, and more action-oriented—would be of great practical significance and play a positive role in jointly addressing and combating such fraud and related crimes, thereby safeguarding the security and legitimate rights and interests of citizens, legal persons, and other organizations in all countries. Based on a shared vision and consensus, all parties have agreed to jointly initiate the establishment of an international alliance to combat telecommunications and cyber fraud.
It is reported that the International Alliance Against Telecommunications and Cyber Fraud was initiated by the Chinese government to earnestly implement the Global Security Initiative and the Global Governance Initiative. Its purpose is to establish an intergovernmental international organization with broad participation from law enforcement agencies of various countries, whose core function is to effectively combat transnational telecommunications and cyber fraud crimes and related offenses, and which possesses a certain capacity for action, coordination, and professionalism.
